The city of Luleå is open to investments and startups in all fields. The companies in Luleå are looking for new markets/partners in the Baltic Sea region.

Luleå Business & Economic Development is the mutual organization for the local business community, Luleå Municipality and Luleå University of Technology.  In 1997, on the initiative of the local business community, Luleå Business & Economic Development (Luleå Näringsliv AB) was founded. The local business community owns 51 percent and Luleå Municipality 49 percent of the company.

Invest in Norrbotten company is active in attracting investments and business start-ups to Norrbotten with the aim of creating more job opportunities in the region. The company Invest in Norrbotten AB, is financed by the county council and the municipalities of Norrbotten.

Luleå is interested in cultural, educational and sport exchange.
